Pat Arnette, Deputy Director of Engineering, MSD Metropolitan Sewer District of Greater Cincinnati (MSD) Metropolitan Sewer District of Greater Cincinnati (MSD) Hamilton County, Ohio The Lower Mill Creek Partial Remedy (LMCPR) in Hamilton County, Ohio, is a large, complex effort to remove about 1.78 billion gallons of combined sewer overflows (CSOs) annually from the Mill Creek, an Ohio River tributary. When complete, LMCPR will improve water quality and serve as a catalyst to improve local neighborhoods. A key component of the LMCPR program success will be the Lick Run Project in the Lower Mill Creek watershed that is expected to eliminate nearly 400 million gallons of CSOs annually. The Lick Run Project includes the construction of the Lick Run Greenway, a hybrid conveyance system that will convey stormwater and surface drainage from the Lower Mill Creek watershed to the Mill Creek. CHALLENGE The $89.9M Lick Run Greenway project is the largest construction project ever awarded and managed by MSD. It includes the construction of a 1.5-mile-long subsurface concrete box conduit, a 1.0-mile-long constructed surface waterway that will mimic a natural stream, a wetland forebay and rain garden, headwaters park, improved recreational area, a large detention pond and multi-use lighted paths. Given the large and complex nature of the Lick Run Greenway project and its location in a dense urban environment, coupled with an aggressive schedule (18 months) to meet the federal consent decree deadline, MSD knew that coordination was critical to the success of the program. Pat Arnette, Deputy Director of Engineering with MSD, explains, "Our existing processes, while effective, were not scalable for a project of this size." He further noted the need for efficient and effective data management and reporting as well as streamlining the existing MSD processes and procedures to meet the aggressive construction schedule requirements. At project outset, each member of the project team—MSD, the construction manager, general contractor and design engineer—had a different method for tracking approvals and review. Ensuring that all facets of this team could be integrated from a communication and information flow was important. As well, MSD policies and procedures required a degree of paper-based coordination methods. RFIs and change orders, for instance, are mailed or emailed to a centralized group and then hand-walked around for review or signatures. MSD's challenge was to establish a streamlined automated solution that is compliant with MSD's policies and guidelines in terms of documentation and to ensure that all documents were also sent to the MSD document management system for archiving. Specifically, MSD sought to implement a centralized system to communicate, track and report the progress of each element with the construction manager (Stantec), the general contractor (Kokosing) and the design engineer (Strand Associates, Inc.). Stantec recommended the team use e-Builder Enterprise as its centralized enterprise- wide project management information system (PMIS).
